Perhaps you have heard it mentioned that proof of land ownership in Lima and elsewhere in the 3rd world is a problem. In fact, Padre Jose, pastor of Capilla de Preciosa Sangre is currently in the middle of a dispute for the land title at one of his other churches in Lima. This article is an interview with Hernando DeSoto, an economist, native of Peru, and author of “The Mystery of Capital”. He has articulated the extent to which underground and illicit economies develop because governments do not allow their entrepreneurship to be legitimized, and thus prevent their citizen’s capital from becoming useable. The El Pinar area of Lima basically started as a squatters city, in which people start building homes on land they dont own.
